Is it possible to split the config into Catalog and Service portions, and have one nested within the other? That would eliminate the need for a Catalog versions bump every time the Service has a new need. It would also let the Tool have independent configuration, if needed.

This is in place on the server configuration side, but the Catalog code doesn't know about it yet.
